2026 Fire Safety Plan Submission Fees Across Toronto & the GTA
If your building requires a Fire Safety Plan under the Ontario Fire Code, preparing the plan is only part of the process. Depending on the municipality, the local fire department may also charge a fee to review the plan, conduct a site visit, review revisions, or issue approval.
Those fees vary significantly across the Greater Toronto Area.
Some municipalities charge a flat fee for the initial Fire Safety Plan review. Others charge by the hour, charge only after revisions are required, or currently do not charge a separate review fee.
Below is a comparison of published 2026 Fire Safety Plan review and submission fees across several GTA municipalities.
Important: Municipal fees change periodically and may depend on the building, type of submission, number of revisions, inspection requirements and applicable HST. Confirm the current fee directly with the applicable fire department before submitting.
GTA Fire Safety Plan Review Fees – 2026

Mississauga requires Fire Safety Plans to be submitted for approval, but its published 2026 fee schedule specifically identifies this rate for non-legislated Fire Safety Plan reviews. City of Mississauga |
Brampton | $246.64 + HST | Published as a Fire Safety Plan Review fee per plan. Brampton |

Whitby | Included with inspection fees | Whitby's 2026 fee schedule lists Fire Safety Plan Development/Approval as included as part of applicable inspection fees rather than a separate plan-review charge. Town of Whitby |

Toronto Fire Safety Plan Submission Fee
Toronto currently has one of the higher clearly published flat Fire Safety Plan review fees in the GTA.
Effective April 1, 2026, Toronto Fire Services charges:
$452.73 + HST per Fire Safety Plan
The fee covers the review of the Fire Safety Plan and a site visit by Fire Prevention staff. City of Toronto
Toronto also identifies situations where a new fee may not apply.
For example, certain minor building changes may only require a limited revision to an existing approved plan. Toronto also states that clerical changes, such as updates to property management or contact information that do not affect life safety systems or schematics, do not attract the full Fire Safety Plan review fee. City of Toronto
Toronto requires Fire Safety Plans to be submitted electronically to the applicable Fire Prevention Command Office and advises that the plan will not be processed until the applicable fee has been paid. City of Toronto
Brampton Fire Safety Plan Fee
Brampton's 2026 Fire and Emergency Services fee schedule lists:
$246.64 + HST per Fire Safety Plan review
This is a municipal review fee and is separate from the cost of hiring a consultant to inspect the property, prepare the Fire Safety Plan and produce the associated drawings. Brampton
Vaughan Fire Safety Plan Fee
Vaughan uses a two-stage fee structure.
For 2026:
Initial Fire Safety Plan review: $152 + HST
Second or subsequent revision: $77 + HST
This makes getting the submission complete and accurate particularly important because multiple revision cycles can increase the total municipal cost. City of Vaughan
Richmond Hill Fire Safety Plan Fees
Richmond Hill's fee structure is more detailed because it distinguishes certain buildings based on Article 3.2.6.1 of the Ontario Building Code.
For a new Fire Safety Plan review outside the scope of Article 3.2.6.1:
$169 + HST
For a new review within the scope of Article 3.2.6.1:
$203 + HST
Subsequent reviews are $85 + HST and $102 + HST respectively. Richmond Hill's online application currently displays these as approximately $190.97, $229.39, $96.05 and $115.26 including HST. Richmond Hill
Markham Fire Safety Plan Fee
Markham Fire and Emergency Services currently publishes a fee of:
$184.50
for a Fire Safety Plan Review and One Site Visit. City of Markham
The City notes that its fee information is subject to change, so the amount should be confirmed before submission.
Oakville Fire Safety Plan Fee
Oakville takes an hourly approach rather than charging one flat review fee.
For 2026:
$62 per hour + HST
or $70.06 per hour including HST. Oakville
As a result, the total municipal cost can depend on how much Fire Prevention staff time is required to review the submission.
Caledon Fire Safety Plan Fee
Caledon's structure rewards getting the plan right early in the process.
For 2026:
First submission: No charge
Second submission: $144.75 + HST
Third submission: $60.95 per hour + HST Caledon
This is a good example of why a properly prepared first submission can matter. A plan that requires repeated revisions may create additional cost as well as additional approval time.
Mississauga Fire Safety Plan Fees
Mississauga requires Fire Safety Plans to be submitted to its Fire Prevention Division for approval by the Chief Fire Official. City of Mississauga
Its 2026 fee schedule specifically lists:
Non-Legislated Fire Safety Plan Review
$62.44/hour + HST, minimum three hours
That produces a minimum published charge of $187.32 before HST for that category. City of Mississauga
Because the published fee is specifically identified as applying to non-legislated Fire Safety Plan reviews, owners submitting a plan required by the Ontario Fire Code should confirm with Mississauga Fire Prevention whether a municipal review fee applies to their particular submission.
Oshawa Fire Safety Plan Review Fee
Oshawa stands out because its 2026 fee schedule lists:
Fire Safety Plan Review / Approval Letter — No Charge
Other inspections or related fire prevention services may still carry fees, but the published Fire Safety Plan review/approval-letter line itself is currently listed at no charge. City of Oshawa
Municipal Fees Are Separate From Fire Safety Plan Preparation Costs
A municipal Fire Department fee should not be confused with the cost of actually preparing the Fire Safety Plan.
Municipal fees generally cover the fire department's review, inspection or approval process.
Preparing a complete Fire Safety Plan may involve:
reviewing the existing building and occupancy
conducting a site assessment
documenting fire protection systems
preparing emergency procedures
identifying supervisory staff responsibilities
preparing schematic or floor-plan drawings
documenting inspection, testing and maintenance requirements
assembling the final Fire Safety Plan
responding to Fire Department comments
preparing revisions where required
The amount of work involved can vary considerably between a small commercial unit and a multi-storey residential, industrial or assembly building.
Why Do Fire Safety Plan Fees Vary Between Municipalities?
The Ontario Fire Code establishes provincial requirements, but Fire Safety Plans are reviewed by the local Chief Fire Official.
Each municipality establishes its own cost-recovery structure for services provided by its Fire Prevention Division.
That is why one GTA municipality may charge several hundred dollars for an initial review while another may charge hourly, charge only for subsequent reviews, include the cost within another inspection fee, or currently charge nothing for the first submission.
Before Submitting a Fire Safety Plan
Before sending a plan to your local Fire Department, make sure that:
the building information is accurate
emergency contacts are current
fire protection systems shown in the plan match the building
schematic drawings reflect the current layout
exits and fire department access are properly identified
emergency procedures reflect the actual occupancy
supervisory staff duties are clearly documented
inspection and maintenance procedures are included where required
municipal submission requirements have been checked
Incomplete or inaccurate plans can result in comments, revisions and additional review time.
